For his piece The 3 Weeks That Changed Everything in The Atlantic, James Fallows talked to many scientists, health experts, and government officials about the US government’s response to the pandemic. In the article, he compares the pandemic response to how the government manages air safety and imagines what it would look like if we investigated the pandemic catastrophe like the National Transportation Safety Board investigates plane crashes.
Consider a thought experiment: What if the NTSB were brought in to look at the Trump administration’s handling of the pandemic? What would its investigation conclude? I’ll jump to the answer before laying out the background: This was a journey straight into a mountainside, with countless missed opportunities to turn away. A system was in place to save lives and contain disaster. The people in charge of the system could not be bothered to avoid the doomed course.
And he continues:
What happened once the disease began spreading in this country was a federal disaster in its own right: Katrina on a national scale, Chernobyl minus the radiation. It involved the failure to test; the failure to trace; the shortage of equipment; the dismissal of masks; the silencing or sidelining of professional scientists; the stream of conflicting, misleading, callous, and recklessly ignorant statements by those who did speak on the national government’s behalf. As late as February 26, Donald Trump notoriously said of the infection rate, “You have 15 people, and the 15 within a couple of days is going to be down close to zero.” What happened after that โ when those 15 cases became 15,000, and then more than 2 million, en route to a total no one can foretell โ will be a central part of the history of our times.
But he rightly pins much of the blame for the state we’re in on the Trump administration almost completely ignoring the plans put into place for a viral outbreak like this that were developed by past administrations, both Republican and Democratic alike.
In cases of disease outbreak, U.S. leadership and coordination of the international response was as well established and taken for granted as the role of air traffic controllers in directing flights through their sectors. Typically this would mean working with and through the World Health Organization โ which, of course, Donald Trump has made a point of not doing. In the previous two decades of international public-health experience, starting with SARS and on through the rest of the acronym-heavy list, a standard procedure had emerged, and it had proved effective again and again. The U.S, with its combination of scientific and military-logistics might, would coordinate and support efforts by other countries. Subsequent stages would depend on the nature of the disease, but the fact that the U.S. would take the primary role was expected. When the new coronavirus threat suddenly materialized, American engagement was the signal all other participants were waiting for. But this time it did not come. It was as if air traffic controllers walked away from their stations and said, “The rest of you just work it out for yourselves.”
From the U.S. point of view, news of a virulent disease outbreak anywhere in the world is unwelcome. But in normal circumstances, its location in China would have been a plus. Whatever the ups and downs of political relations over the past two decades, Chinese and American scientists and public-health officials have worked together frequently, and positively, on health crises ranging from SARS during George W. Bush’s administration to the H1N1 and Ebola outbreaks during Barack Obama’s. As Peter Beinart extensively detailed in an Atlantic article, the U.S. helped build China’s public-health infrastructure, and China has cooperated in detecting and containing diseases within its borders and far afield. One U.S. official recalled the Predict program: “Getting Chinese agreement to American monitors throughout their territory โ that was something.” But then the Trump administration zeroed out that program.
Americans, and indeed everyone in the world, should be absolutely furious about this, especially since the situation is actively getting worse after months (months!) of inactivity by the federal government.

The oceans are slowly boiling and we’re the frogs who aren’t noticing.
James Fallows has been waging a small war on the use of that analogy for several years now.
You remember our old friend the boiled frog: It’s the staple of any political or business-management speech, used to show that problems that build up slowly can be explained-away or ignored, while ones that happen all of a sudden are more likely to be addressed.
Conservatives use it to talk about the expansion of the socialist state. Liberals use it to talk about climate change. Business managers use it to talk about a slide toward mediocrity. Everyone can use it to talk about something.
And that’s the problem with boiled-frogism. The minor issue is that the metaphor is flat wrong. If you put a frog in a pot of lukewarm water and gradually heat it up, the frog will stay there โ until things get uncomfortably warm, at which point it will climb out. But if you drop a frog into a boil of already-boiling water, the poor creature will be so badly hurt and scalded that it will stay there and die.
I’m going to defend my usage just a little. The ocean is literally water that is getting warmer. But other than that, yeah, guilty as charged. (via @jpiz)
James Fallows suggests talking about “gun safety” and not “gun control”.
I will henceforth and only talk about “gun safety” as a goal for America, as opposed to “gun control.” I have no abstract interest in “controlling” someone else’s ability to own a gun. I have a very powerful, direct, and legitimate interest in the consequences of others’ gun ownership โ namely that we change America’s outlier status as site of most of the world’s mass shootings. No reasonable gun-owner can disagree with steps to make gun use safer and more responsible. This also shifts the discussion to the realm of the incremental, the feasible, and the effective.
Earlier this morning in a post about Apple manufacturing their products in the US, I wrote “look for this “made in the USA” thing to turn into a trend”. Well, Made in the USA is already emerging as a trend in the media. On Tuesday, Farhad Manjoo wrote about American Giant, a company who makes the world’s best hoodie entirely in the US for a decent price.
For one thing, Winthrop had figured out a way to do what most people in the apparel industry consider impossible: He’s making clothes entirely in the United States, and he’s doing so at costs that aren’t prohibitive. American Apparel does something similar, of course, but not especially profitably, and its clothes are very low quality. Winthrop, on the other hand, has found a way to make apparel that harks back to the industry’s heyday, when clothes used to be made to last. “I grew up with a sweatshirt that my father had given me from the U.S. Navy back in the ’50s, and it’s still in my closet,” he told me. “It was this fantastic, classic American-made garment โ it looks better today than it did 35, 40 years ago, because like an old pair of denim, it has taken on a very personal quality over the years.”

Yet this year, something curious and hopeful has begun to happen, something that cannot be explained merely by the ebbing of the Great Recession, and with it the cyclical return of recently laid-off workers. On February 10, [General Electric’s Appliance Park in Louisville, KY] opened an all-new assembly line in Building 2 โ largely dormant for 14 years โ to make cutting-edge, low-energy water heaters. It was the first new assembly line at Appliance Park in 55 years โ and the water heaters it began making had previously been made for GE in a Chinese contract factory.
On March 20, just 39 days later, Appliance Park opened a second new assembly line, this one in Building 5, to make new high-tech French-door refrigerators. The top-end model can sense the size of the container you place beneath its purified-water spigot, and shuts the spigot off automatically when the container is full. These refrigerators are the latest versions of a style that for years has been made in Mexico.
Another assembly line is under construction in Building 3, to make a new stainless-steel dishwasher starting in early 2013. Building 1 is getting an assembly line to make the trendy front-loading washers and matching dryers Americans are enamored of; GE has never before made those in the United States. And Appliance Park already has new plastics-manufacturing facilities to make parts for these appliances, including simple items like the plastic-coated wire racks that go in the dishwashers.

What I saw at these Chinese sites was surprisingly different from what I’d seen on previous factory tours, reflecting the political, economic, technological, and especially social pressures that are roiling China now. In conjunction with significant changes in the American business and technological landscape that I recently saw in San Francisco, these changes portend better possibilities for American manufacturers and American job growth than at any other time since Rust Belt desolation and the hollowing-out of the American working class came to seem the grim inevitabilities of the globalized industrial age.
For the first time in memory, I’ve heard “product people” sound optimistic about hardware projects they want to launch and facilities they want to build not just in Asia but also in the United States. When I visited factories in the upper Midwest for magazine stories in the early 1980s, “manufacturing in America” was already becoming synonymous with “Rust Belt” and “sunset industry.” Ambitious, well-educated people who had a choice were already headed for cleaner, faster-growing possibilities โ in consulting, finance, software, biotech, anything but things. At the start of the ’80s, about one American worker in five had a job in the manufacturing sector. Now it’s about one in 10.
Add to that all of the activity on Etsy and the many manufactured-goods projects on Kickstarter that are going “Made in the USA” (like Flint & Tinder underwear (buy now!)) and yeah, this is definitely a thing.
As noted by Fishman in his piece, one of the reasons US manufacturing is competitive again is the low price of natural gas. From a piece in SupplyChainDigest in October:
Several industries, noticeable chemicals and fertilizers, use lots of natural gas. Fracking and other unconventional techniques have already unlocked huge supplies of natural gas, which is why natural gas prices in the US are at historic lows and much lower than the rest of the world.
Right now, nat gas prices are under $3.00 per thousand cubic, down dramatically from about three times that in 2008 and even higher in 2006. Meanwhile, natural gas prices are about $10.00 right now in Europe and $15.00 in parts of Asia.
Much of the growing natural gas reserves come from the Marcellus shale formation that runs through Western New York and Pennsylvania, Southeast Ohio, and most of West Virginia. North Dakota in the upper Midwest also is developing into a major supplier of both oil and natural gas.
So basically, energy in the US is cheap right now and will likely remain cheap for years to come because hydraulic fracturing (aka fracking aka that thing that people say makes their water taste bad, among other issues) has unlocked vast and previously unavailable reserves of oil and natural gas that will take years to fully exploit. A recent report by the International Energy Agency suggests that the US is on track to become the world’s biggest oil producer by 2020 (passing both Saudi Arabia and Russia) and could be “all but self-sufficient” in energy by 2030.
By about 2020, the United States will overtake Saudi Arabia as the world’s largest oil producer and put North America as a whole on track to become a net exporter of oil as soon as 2030, according to a report from the International Energy Agency.
The change would dramatically alter the face of global oil markets, placing the U.S., which currently imports about 45 percent of the oil it uses and about 20 percent of its total energy needs, in a position of unexpected power. The nation likely will become “all but self-sufficient” in energy by 2030, representing “a dramatic reversal of the trend seen in most other energy-importing countries,” the IEA survey says.
So yay for “Made in the USA” but all this cheap energy could wreak havoc on the environment, hinder development of greener alternatives to fossil fuels (the only way green will win is to compete on price), and “artificially” prop up a US economy that otherwise might be stagnating. This James Fallows article from the July 1982 issue of The Atlantic Monthly is a wonderful technological time capsule. Fallows purchased a PC early in the 80s for use as a word processor.
For a while, I was a little worried about what they would come up with, especially after my father-in-law called to ask how important it was that I be able to use both upper- and lower-case letters. But finally, for a total of about $4,000, Optek gave me the machinery I have used happily to this day.
In the early days of personal computing, there were many competing machines, processors, operating systems manufactured by a number of companies. The PC Fallows bought was a crazy-quilt of a machine โ the monitor was made by Ball Corporation (the canning supplies company) and the printer was a converted IBM Selectric typewriter โ and was soon obsolete.
If I had guessed right, my brand, the Processor Technology SOL, would have caught on, and today I’d have the equivalent of a Mercedes-Benz instead of a Hupmobile. I’d be able to buy new programs at the computer store, and I’d be able to plug in to all the over-the-phone services. But I guessed wrong, and I’m left with a specimen of an extinct breed. When I need new programs, I try to write them myself, and when I have a breakdown, I call the neighborhood craftsman, Leland Mull, who lovingly tends the dwindling local population of SOL-20s.
There’s lots of good stuff in this long James Fallows article about Google’s now-intense interest in the health of journalism. In short, Google feels obligated from a business perspective to help serious news organizations put good information online so that people can find it through Google.
There really is no single cause,” I was told by Josh Cohen, a former Web-news manager for Reuters who now directs Google’s dealings with publishers and broadcasters, at his office in New York. “Rather, you could pick any single cause, and that on its own would be enough to explain the problems-except it’s not on its own.” The most obvious cause is that classified advertising, traditionally 30 to 40 percent of a newspaper’s total revenue, is disappearing in a rush to online sites. “There are a lot of people in the business who think that in the not-too-distant future, the classified share of a paper’s revenue will go to zero,” Cohen said. “Stop right there. In any business, if you lose a third of your revenue, you’re going to be in serious trouble.”
How bad is the pollution in China? James Fallows reports.
The Chinese government does not report, and may not even measure, what other countries consider the most dangerous form of air pollution: PM2.5, the smallest particulate matter, tiny enough to work its way deep into the alveoli. Instead, Chinese reports cover only the grosser PM10 particulates, which are less dangerous but more unsightly, because they make the air dark and turn your handkerchief black if you blow your nose. (Spitting on the street: routine in China. Blowing your nose into a handkerchief: something no cultured person would do.) These unauthorized PM2.5 readings, sent out on a Twitter stream (BeijingAir), show the pollution in Beijing routinely to be in the “Very Unhealthy” or “Hazardous” range, not seen in U.S. cities in decades. I’ve heard from friends about persistent coughs and blood tests that show traces of heavy metals. “I encourage people with children not to consider extended tours in China,” a Western-trained doctor said. “Those little lungs.”

James Fallows reports that China has been very successful in erasing the Tiananmen Square protests from the official record.
I have spent a lot of time over the past three years with Chinese university students. They know a lot about the world, and about American history, and about certain periods in their own country’s past. Virtually everyone can recite chapter and verse of the Japanese cruelties in China from the 1930s onward, or the 100 Years of Humiliation, or the long background of Chinese engagement with Tibet. Through their own family’s experiences, many have heard of the trauma of the Cultural Revolution years and the starvation and hardship of the Great Leap Forward. But you can’t assume they will ever have heard of what happened in Tiananmen Square twenty years ago. For a minority of people in China, the upcoming date of June 4 has tremendous significance. For most young people, it’s just another day.
As the June 4 anniversary of the crackdown approaches, the Great Firewall of China has been strengthened by adding Twitter, Flickr, Hotmail, and Bing to the list of sites that are unavailable by China’s internet users. (via snarkmarket)
