I think it's the woman from the Glamour magazine cover. Even the clothing looks similar, and maybe the changes were made because they had to remove the magazine cover?
It seems like they're ruling it out based on the fact the original artist didn't make changes to the other picture, but the original artist also seems to be an unreliable source since they incorrectly attributed all the pictures to Hello magazine.
I think they've already solved the mystery and are just hoping for a more satisfying ending.
I think it is Val Kilmer from Real Genius timeframe.
They found her! Her name is Leticia Sarda.
