That is literally a picture of New Haven, Connecticut, not Chicago. (But it is outside Louis Lunch, birthplace of the hamburger and a famously anti-ketchup establishment)

I'd guess it is more likely than not that the dispensers are rendered unusable in that 1 week when they are up.
