It's obvious though that the upfront costs are likely privatized (industry adaptation and the costs of regulation) while the backend costs will be socialized (FEMA and other disaster response, local and state governments dealing with the effects of migration, etc), which is why it won't happen without aggressive national and multinational intervention, which is why it won't happen at all.
